Energy taxes and endogenous technological change

چکیده

This paper studies the effects of a tax on energy use in a growth model where market structure is endogenous and jointly determined with the rate of technological change. Because this economy does not exhibit the scale effect (a positive relation between TFP growth and aggregate R&D), the tax has no effect on the steady-state growth rate. It has, however, important transitional effects that give rise to surprising results. Specifically, under the plausible assumption that energy demand is inelastic, there may exist a hump-shaped relation between the energy tax and welfare. This shape stems from the fact that the reallocation of resources from energy production to manufacturing triggers a temporary acceleration of TFP growth that generates a p -shaped time profile of consumption. If endogenous technological change raises consumption sufficiently fast and by a sufficient amount in the long run, and households are sufficiently patient, the tax raises welfare despite the fact that—in line with standard intuition—it lowers consumption in the short run. & 2008 Elsevier Inc. Induced technological change under carbon taxes

We study changes in fossil fuel and non-fossil energy use and carbon dioxide emissions induced by carbon taxes. We develop a partial energy equilibrium model with capital and labor as production factors, and endogenous technological change through learning by doing and learning through research, distinguishing between private and public innovations. Our model reproduces the learning curves typi...

Energy taxes and endogenous technological change (Preliminary: Please do not cite)

This paper studies the effects of a Pigouvian tax on energy use on the growth path of a model economy where market structure is endogenous and jointly determined with the rate of technological change. Because this economy does not exhibit the scale effect (a positive relation between growth and aggregate effort in R&D), the tax has no effect on the economy’s steady-state growth rate. It has, ho...

The effects of economic and policy incentives on carbon mitigation technologies

The ability to estimate the likely effects of potential climate change policies on energy use and greenhouse gas (GHG) emissions requires an improved understanding of the relationship between different policy alternatives and energy-saving and GHG-reducing changes in technology. A particularly important and understudied aspect of this set of issues is the conceptual and empirical modeling of ho...

Long-Term Fundamentals of the 2008 Economic Crisis

The current economic crisis has long-term causes that are rooted in the economic dynamics of globalization. I construct a Solow-style endogenous model of capital accumulation, technological change, trade and foreign direct investment (FDI), based on myopic agents. Combining advanced technologies with low labor costs, FDI yields extraordinary profits that generate asymmetric innovation incentive...
